"To take photographs means to recognize - simultaneously and within a fraction of a second - both the fact itself and the rigorous organization of visually perceived forms that give it meaning. It is putting one's head, one's eye and one's heart on the same axis." - Henri Cartier-Bresson

I'm confused as to what the first term means. Does it mean agencies can only publish one photo per every 30 seconds of game play? Or that if they do an automated gallery or multimedia piece, that each photo has to be displayed for a minimum of 30 seconds? Or that they can only transmit selected images back to the press room at one selected image per 30 seconds (if that even makes sense, I'm not sure). So.. no sequences? What if it doesn't have sound?
I dunno, seems a little bit on the vague side.
